The boost controller in BeamNG Turbo is to maintain a pressure increase. Not the manifold pressure it self.
For example a variable boost turbocharger set wastegate pressure 30 psi, so the controller opens the wastegate to maintain a 30psi pressure increase at full throttle. At sea level the manifold pressure is at about 44.7psi. However at high altitude if the boost is the same, the manifold pressure decreases, so does engine power.
Is there any turbo controller to maintain a constant manifold pressure? increse boost while climbing to keep the engine power the same.
