[UI] Vehicle Selector Caching to Improve Performance

    So if you have lets say, 200 mods cars/props or anything that appears in the vehicle selector, this will make the vehicle selector take ages to open. No, I don't play on a toaster.

    I suggest that there be a caching system for the vehicle selector:
    • Upon game launch, it should cache the vehicle selector screen if changes to mods are detected.
    • When opening the vehicle selector screen ingame, it should use the cached version so it opens a lot faster.
    • When a new mod is detected, the cached page can be changed to show that mod, or any changes to existing mods if there are any.

    This should vastly reduce the time it takes to open the vehicle selector, especially when there are lots of mods.
