Unable to raise objects in editor

When I click on a vehicle or an object i would like to raise or lower it will not move, Going side to side will work but raising or lowering won't how do i fix this issue? i know that it will fix itself if i unistall the game and reinstall but Why do i have to go through all that work to just raise a object is there a easier process to fixing this issue?
