Worth noting that there are only 28 vehicles in BeamNG at the moment
is the wigeon included?
Where is this from?
Probably includes the Wigeon.

I don't know what to say, either this is a typo or there very well could have been another car in the works behind the scenes.
There is indeed another car in the works, the Wigeon. It's not a typo
There are 27 cars in the game currently. Add the Wigeon and you get 28.
What is the 29th?
Old Cannon. Jokes aside, this might actually be a hint on a new car.
Whatever it is, I really hope it's from an existing brand.
Civetta could really use a new car more than any other brand given how the Bolide was one of the first cars in the game and then Civetta hasn't gotten anything since.
I'm pretty sure they are just counting the Vivace and Tograc as separate vehicles like they do in the documentation system and in their own official thread. I think the only reason they are considered the same vehicle in the vehicle selector is that they share some of the same parts, but I can't find the quote for that.
That could be the case, but at the same time they are classed as the same car by the game. They're basically the same bar different body panels and a few other minor changes.
I guess we'll just have to wait for an official response.
Vivace and Tograc are two cars, yes.
Well, that explains everything. No new cars apart from the Wigeon, yet.
See here. The current system doesn't allow two vehicle selector options for one vehicle folder.
Updated my expectation post for the Wigeon and T-Series graphics teaser
PBR (Physically Based Rendering)
Something minor to note, but still odd nonetheless, BeamNG redid a bunch of their YouTube thumbnails with different text.
I know this might be reaching too far, but that seems to tease a UI to me, what do y'all think?

Where is this one from?
yes, the subtitle text is larger and italicised.
I'd guess the only reason for executing such a minor change would be that they have fully finalised the design of the UI (though it may not be fully implemented yet)
So you mean...
