The T-Series getting skin support means that it could be receiving some updates. This could open the opportunity for a fire engine based on the T-Series. The closest thing to a T-Series Fire Truck would be the apparatus Curtis-Heiser built on Kenworth chassis for various fire departments on the west coast. Do you mean the skins from skin modders like OuDacai and Djplopper? Yeah, they made their own UV maps like @ManfredE3 said.
What I do for skins for non-UVed vehicles is i randomly put stuff in random locations in paint.net and hopefully it works the way I want or #2 take a skin from that vehicle off of the mods page and just make my own skins, replacing old pixels with new pixels. My methods are most of the time the hardest and most time-consuming, but they work!

The map looks to be the ETK experience centre, so imo it's probably a driver experience centre livery.
