weird rev limiter when at low speed/standing still

ive noticed the cars in the game have a weird rev limiter that prevents the vehicle reving past 4k RPM when at very low speed or standing still what is this? is this something fancy modern cars do that im not aware of?

 

That low rev limiter is actually two step. The Adjustable Race ECUs come with two step and I believe the default key bind to toggle it is the minus key. If I am wrong then you can check in controls under "Vehicle" and the control is called "Toggle Two-Step launch logic"
