I was playing the "Downhill Rally" scenario on the Utah map, and towards the end, the road crosses a stream.
Between 20 and 5 seconds after crossing that stream, the wheels caught on fire.
Soon, the wheels began to pop.
The wheels all popped by the time I finished.
I took the screenshot after I finished the rally.

If there's anything else that could be helpful, pls let me know.

    Maybe brakes ran too hot?

the stream would have cooled them though.

If the INNER temprature is too hot, no.

Ehh, I didn't do too much testing on brake thermals to be honest.

We've seen this sort of thing before. Is it possible to replicate?

Take a look at the second video in my [old!] thread here: http://beamng.com/threads/w-demo-video-d15-catching-fire-when-spawning-partially-submerged.18609/ The problem demonstrated in the first video has clearly/certainly been fixed. The second was a more rare case which I did not replicate and may have been a fluke. Interactions with water are special and it would be interesting to try and replicate the problem you described.

Have you been able to catch anything on fire with brake thermals?

Wait what? They aren't drum brakes...

I'll try to replicate it soon.
I might not have time until next weekend.

Happened to me too twice in a row if I cut too far to the right when getting out of the river. Right front tire popped and caught fire.

Popped or caught fire first? Or both at the same time?

I ran the car repeatedly through the stream but wasn't able to get anything to catch fire. Didn't try cutting to the right yet though..
