Released Where does this effect turn off?

I'm seeing white terrible graphics with fuzzy outlines on the screen during accidents. I've checked all the settings, but I couldn't find it. These things are limiting my enjoyment of the game. Where can I turn them off, and why is this even a feature? I don't understand.

 

if youre on low graphics that might be the problem but wrong section

 

press ctrl+backspace once, and it should be fixed. otherwise, it's a graphical bug and you should let steam check the inegrity of files. also wrong place to post this
