Hopefully Bluescreen won't demolish me but I recommend the

4790K and the 960; great parts and are quite cost-effective.

    6700K is better.

As for the GPU, neither. Get an R9 390. Same price as a 970, better overall performance and much better DX12 performance.

If you can't afford a 6700K and 390, go for an i5-6600K instead - gaming performance is almost the same, you're much better off with a better GPU.

    R9 390 / GTX 970 = ready (Steam VR tester)
R9 380 / GTX 960 = capable, close to "ready" mark (AMD a little closer)

If you are going for gaming only, as CPU take i5 4690K / 6600K - really no need for anything better. R9 380 is better than GTX 960 for the same price, if you wanna something step higher take R9 390 or GTX 970, - AMD is faster if not OCed, similar if both OCed but to be honest R9 390 is more future proof.

Pascal and Polaris are coming pretty soon. If you can wait, do it and either get those or wait for the current cards' prices to go down and get one of them

They say that the GTX970 only can use 3.5 GB of its memory is that true?

No. 3.5GB runs at 7/8 bandwidth, not an issue. The last .5GB is there but due to how the memory interface works runs at 1/8 of the normal bandwidth which can lead to stuttering when it's used.

It should handle 9 cars well. so for example you got all nine cars to crash at once you would see a considerable fps drop like down to 30fps for about 1 second and I think that's pretty good. To be honest I'm not sure how other CPU's fare but I'm pretty happy with this one c:

Okay, BeamNG is a reason if you have $1300 instead of $1200.
    I don't, so that's why I asked.
