Why is AI on West-Coast so stupid ?

    I feel like the AI works flawlessly on ECUSA and Utah but it seems to struggle with WCUSA ?

    Specifically here on this infamous spot but really any point in the inner city. When set to Chase or Flee the AI just hurls themselves off of these hills at full speed. It does not happen every time but that lack of consitency makes it even more confusing for me? What makes them actually brake and what makes them floor it down hill?
