When ever I go to move a vehicle, it moves so fast I can't place it where I want it.
Is there a way to lower the mouse sensitivity?

It can be jumpy when the camera is focused on the object you are trying to move (3rd person/player camera). But, if you switch to free cam (shift+c) it works much better. Shift+c again puts you back to player cam.

Like Goosah said, make sure you are in free cam (shift+c). Also, it might be a good idea to pause the physics (j) when you are moving a vehicle. Sometimes the game doesn't appreciate you moving the vehicle.
