This isn't quite all you need but I think I would go with this over a single core amd

(it really depends on what your dad is using it for. Eg. I have no clue why he only needs a 2.8ghz single core cpu but needs 8gb of ram and 750gb of hdd space.)

You only really need 4GB for a Sempron, rest looks ok, but will he need 750GB?

You keep asking for computer builds, and this really isn't the forum for it. At some point it has to stop. From now on, if I where you I'd try asking on Tomshardware's forum. Not picking up a fight but there's reasonable bounds, and you cross them when you're not asking for a PC for running BeamNG which anyone would perfectly well understand. However, asking this forum to help you with a computer for your father might be a bit much. On toms-hardware you're going to find a community dedicated to it. They aren't good at helping you troubleshoot issues but they do a good job of reviewing hardware and making suggestions. You'd do well to find somewhere like that.

if you want friendly there are a decent number of people willing to help and give great advice in the hardware section of the minecraft forums. They do builds and help troubleshoot your problems.
