oh man this reminds me of this one thread where the OP insisted his laptop was the most powerful one ever made (it wasn't even close) and that beamng had the worst optimisation ever he also insisted that beamng looked like minecraft we never did get him to believe otherwise (claimed we were all fanboys with no idea what we were talking about)
Here's a shitty Russian BeamNG knockoff for Android- even it is quite intensive for many smartphones. Now do you see why a true BeamNG mobile adaptation isn't possible? If this is the upper limit in terms of processing capabilities, imagine how much more power something more akin to BeamNG's realism would require.
That's not even using soft body physics, so that gives you a bit of an idea as to the real challenges that we would face with a mobile BeamNG.
For #1. Minecraft pocket edition doesn't share a single line of code with Minecraft. Minecraft is Java using lwjgl for graphics. Pocket edition is a C library. It then has an objective C and a dalvik wrapper for android/iOS to input to library which outputs to respective platforms opengles library. They literally had to rewrite entire game to port to tablets. Same goes for console edition which shares no code with other editions.

But remember... how big are phone screens? you can easily downscale the resoltuon and get away with it, by no means it will look as good as a computer, but I think one of the latest phones can run atleast 30fps on the lowest settings with a much... much... much lower resolution than 1080p, you can get away with that on a phone.
This could be a great idea but it would be probably done by 2020 . If this could be done it would be worse than the computer version . This is the worst BeamNG ripoff of all time .
Seems like posting from a tiny phone keyboard is getting too easy for you now. This time, put your post on paper with a typewriter and scan the page with OCR on a tablet. Get the tablet to dictate the megapost to your phone through Google Now/Siri/Cortana. Then you may post.
We might have problems then because I don't own a typewriter and my phone doesn't play nicely with google now. - - - Updated - - - Couldn't be bothered to go to a second page so a slight continuation. OpenCL support for BeamNG is planned. However iOS doesn't support OpenCL and android usually uses either no OpenCL or software OpenCL with just a select few devices supporting ARM NEON as an OpenCL backend. The three exceptions. NVIDIA Tegra 4, Tegra K1 and Tegra K1 Denver. These all support hardware CUDA like NVidia GPU's do and do have a OpenCL to CUDA wrapper with blistering performance as well as native android CUDA support. OpenCL atop CUDA or native CUDA on tegra may have a chance at running BeamNG on mobile, but id limit to 1 vehicle. Denver has the best bet as it has the highest instruction throughput for a given clock speed and is native 64 bit too (there may well be 64 bit optimisations possible in BeamNG, there may not, not sure). I still think its an unrealistic goal at this moment in time.
