So it was the multiplayer mod that was the issue. It's fixed now.

safe mode did fix the red tachometer, but now I need to figure out what mods are the problem also could outdated / unsupported mods cause the red...

graphics card is AMD Radeon Vega 8, and every driver installed is working fine.
