This actually would make a lot of sense, and it could also potentially be related to why DRI got replaced by JRI. Career mode has been in the concept stages for a very long time now, and maybe the devs liked the setting, but felt it wasn't conducive to a career mode. This is all extreme speculation on my behalf, but I never really understood why DRI got replaced instead of just being revamped, and this could possibly be a reason. I do really like your idea, maybe you arrive on a boat with a pickup truck and a cement truck, and start off by rebuilding the runway to allow materials and vehicles to be flown on to the island, and build it into a tourist destination or part of an island hopping chain. (That is more wishful thinking than speculation, it will probably be something totally different.)

I know, but saying "I hope [...]" is the opposite of speculation. The GM will probably get a texture update and possibly a facelift, but the Roamer really doesn't need any type of 2nd update.

Ok so let me write something to meet your requirements. Due to the introduction of the D 45 versions, the pre existing H 45 versions, the police H series which in it's current form is not a "strike force" police unit due to lack of armor, seats or the proper hidden armor design that the vas majority of SWAT vans go with. But it's also possible to see the Ambulance uplift to get a "Tactical Response" package instead since some departments use ambulance uplifts. It's also possible that the T-series could be getting a police version when the T-series get's it's next overhaul along with a "modern" version since vehicles like the Kenworth W900 and Peterbilt 389 are just emission upgrades with the classic body staying almost unchanged "except when required to change by laws". This is a 2021 Peterbilt 389 as a example: Now why do I say a police version may come well there are some departments that use strait trucks that the T-series would fit. But anyway the main reason why I think these will likely be added or at least considered is that these vehicles would make great roadblock vehicles and even the NFS MW 2005 Rhino style units (since the ai does that already). But there are videos of Bear Cats being used in pursuits here is a example. This is another reason why armored style vehicles may come due to them being sheer brutes. Now what about Bank cars, we already have a single mission that states that a bank is being robbed so it's possible that a armored bank car could get stolen and you in a sun burst have to take it down. Once again the T-serise fit's the role of a armored vehicle. The fallowing example is a International with a armored uplift. So it's more likely then not we may see armored vehicles as either difficult targets, survival challenges or police roadblocks. Since I'm on a roll it's all but confirmed we will see a military presence because the Legrand and Wendover have military police markings so it's possible to see non weaponinised armored wheeled vehicles. I don't count the D-series as part of this military hypothesis as it states is a surplus vehicle and thus sold to the public which is currently happening right now with humvees in the USA. But it's possible we may see something more but we the community don't have any details. There is also a chance of seeing a Euro spec truck (aka cab over) due to Italy's existence and it could be made by ETK but I doubt it will come anytime soon if ever. Of course this is just speculation and when I wrote my previous comment I just wanted to throw my hat in the room but clearly I needed to write more to make my point more clear and concise so others understand my reasons to post.
You throw the hat in the room and I'm throwing mine to you! These speculations are just what I'm thinking of the H-/T-Series! The armored T-Series in particular, used like a NOOSE-type machine, could be a real beast in robberies and car chases!
With the D series there is possibility for more Military variants as the GMT vehicles were used for military duty even used as ambulances. This would lead to some post apocalyptic themed scenarios. Heck even the Roamer could be great for this purpose too.
It in fact IS a completely acceptable Strike Force unit. The H-Series Police van is clearly based on a Philadelphia, PA Police Department narcotics, or "Strike Force" van. Note the "Strike Force" text, which is seen on all Philadelphia Police narcotics units. They are simply normal police vans, not armored SWAT esque vehicles.
Okay, the cash-in-transit version of the H-series looks viable as an upfit, but almost every CIT truck I can find is based on a medium-duty [if not purpose-built] body, so one of those would probably have to be built as a ground-up vehicle.
Looks like a cheap "nerfed" one, doesn't even have any glass guards, idk what it could even be used for, too slow for pursuits and not made for transport
The current H-Series police truck is certainly underwhelming, even if technically realistic (though every emergency vehicle in game needs interior work). NYPD has what I believe is an old Econoline ambulance converted to haul a bomb squad robot. This would be a reskinned ambulance with a different interior. Still a bit underwhelming but it would at least be quirky. There's some other similar options for reskinned ambulances for police duty that are similarly a bit boring, but IMO the quirky factor helps a bit over the regular cargo van. (A bomb squad truck would actually be a good second use for a modern USA fire truck). Spoiler: Bomb Squad "Ambulance" I have discussed the possibility of CIT trucks in game here. It's certainly something I'd love to see. It would be a unique heavyweight in this size class and offer a lot of great story opportunities.
Another thing I've been thinking about is, what happened to the audio part of the water splash? In my opinion it seems like a long time for a simple sound effect, they might just be making it very detailed, but what if they are working on a larger sound improvement? It's far fetched, but might be possible. I also think one of the devs mentioned something a while back about audio ray tracing or something but I may be confusing it with something else.
