Great skin pack. Can you make a Maine State Police skin and New Hampshire State Police skin? It would fit really well in the East Coast, USA map which is heavily based on those two states.

That's a long story. Best advice I can give you is to use the files in my mod as a template or a springboard to start your own and get yourself a decent paint program (I use PhotoImpact, it's old but it does a decent job) and download yourself a free copy of GIMP (GNU Image Manipulation Program), you'll need that to convert the image files into the .dds format that the game requires. There are some good guides on the forums here as well. Thanks for the review!
