This is update is the smaller part of update 0.2, part b will follow some time in December.

Here are the changes included in this small update:

-added new license plate size: South African Narrow License Plate
-added seven new South African license plates: Gauteng, Western Cape, Northern Cape, Mpumalanga, Free State, Northern Province, Limpopo
-fixed a small bug on Algerian license plates
