Alpha ai pacenotes: rally stages & pacenotes editor v0.5.2-alpha

- use dds files and dont include /art/**/*.png in the zip build
- include preset keybindings
- fix crash when no transcript
- fix crash when shift+click to add waypoint
- fix license plate for recce tarmac vehicle config
- fix voice is too high pitched
- re-generate notes for echo canyon
- include materials file for all vanilla maps
- fix font spacing for vehicle config thumbnails and mission thumbnails
