Anarchy, Raider #358 1.3

This is a major update, focusing on both the performance, aswell as the aesthetics of the vehicle.

-Added Animated Parts:
Handbrake
Gas, Brake, and Clutch Pedals
Kill Switch
Blinker Switch
Twin Rear Engine Fans
Windshield Wiper (Currently Inactive)

Other improvements include:

Decreased Weight:
Was: 5,791 lbs / 2,627 Kg
Now: 5,402 lbs / 2,450 Kg

Changed Weight Distribution:
Was: 54R 46F
Now: 56R 44F

Improved Braking Distance: 110 feet (Was 120)
New 0-60: 5.3 Seconds (was 5.5)

-Adjusted hitbox (is now less likely for the front end to hit the ground)
-Fixed Exhaust location (The cabin is no longer a gas chamber)
-Relocated Radiator location (for damage purposes)
-Slightly Retuned Engine (Minor stuff)
-Retuned ESC (Now allows more oversteer and slippage before cutting power)
-Increased idle engine vibration
-Lighting adjustments
-Slight Material changes
