Beta Automatic Power Steering Adder 1.05

Fixed bugs and now car will only respawn a 2nd time if power steering part needs to be added versus before where it would respawn on any part that changed.

• Fixed bug where power steering wasn't added on first spawn

• Now should actually prioritize power steering

• Fixed power steering not being added after enabling "Add Power Steering Automatically" for the first vehicle spawned
• Now doesn't try to add power steering part and respawn vehicle if power steering already equiped
• Now should work for all vanilla vehicles
