Update 1.23



New Content

- Remade all pre-existing plates; they are now editable and no longer static
- Added new BCPW and BCDC plates
- Added a BCPD Black & White plate
- Replaced the BCPD MTL with a T-Series (requires the Semi MD Upfits mod)

Fixes & Improvements

- Preset numbers have been properly added to configs with remastered plates
- Removed preset unit numbers from many skins excluding BCEMS, Bell 407, and most BCFD ones
- Removed ALPR bits from all Bastion, GM, and Roamer configs
- Removed black pillars from D-Series and MD-Series skins that had them (and the BCEMS Durham skin)
- Moved all WCGOV content to a separate mod
- Downgraded the BCSO Sunburst config
- Other additional changes
