    Added the following liveries for 1 new and 2 pre-existing services:
    West Coast DOT - Gavril Roamer, D-Series, MD-Series & H-Series
    Belasco City PD - Ford Crown Victoria
    Belasco County Sheriff - Ford Crown Victoria
    West Coast Cab Co. - Ford Crown Victoria

    - Removed the BCSO Centauri config
    - Added a non-exempt, non-commerical license plate for West Coast State (not in any of the configs)
    - The H-Series Bulldog is no longer a required mod
