Alpha Bluebuck more engines mod 0.3

I added a new 516 CUI V8 engine and a police configuration to go along with it, and added a modification of "The Horrible" version, this time with a diesel engine. The diesel engine has less smoke, but it's still smoky.

I renamed the files and made changes to the code so it shouldn't overwrite the game's files.
