Beta ETK800 Hybrid 8.2.0

- "Start Powered On" setting removed from vehicle configuration in favor of the game's built-in "Default Ignition State" setting
- Fixed bugs with ignition level handling in recent versions of the game (e.g. hybrid system won't stay powered on)
- Improved friction brake blending logic
- Tweaked some general tuning parameters to make vehicles feel better while driving
- Tweaked some sound parameters

Known Issues:
- If the default key bindings ("E" for "EV Mode" and "Shift+E" for "Charge Mode") are used, the "Charge Mode" and "EV Mode" actions both activate when "Shift+E" is pressed to toggle Charge Mode. The cause of this is unknown...I'm still searching for a solution.
