Beta Gavril EV Pack 0.21

In this version, I've made the following improvements and addition:

• Minor adjustments, such as repositioning the blinkers on the Late EV gauges.
• Added a Dual-Duty 2-Speed gearbox for the early and refreshed models.
• Slightly adjusted the final drive ratios on the existing one-speed gearbox and added new final drive ratios for late model differentials.
• Added a new default hubcap for all Non-Performance models and updated the thumbnail images with the new hubcap.
