Outdated German Emergency Skins x.x.x.x

Basically fixed weird shading issues, the state police skin of the etk800 has been put to PBR, the bus skins don't really work *yet*, as well as the material of the federal police light bar skin. Otherwise, it should make the pack playable again

I'm working hard on texture rework and such for y'all to enjoy a better quality of light bars and skins. It's going to be a step by step reworking and uploading, because of some time issues I'm having right now.
