Outdated German Emergency Skins x.x.x.x

My very first light bars were ETK 800 ones, and therefore they really needed an overhaul (from materials.cs to json).

Reworked have been:

• Hazard light addition for the state police light bar (entirely new model, connection, size more realistic to irl light bars now)

• Undercover LED beacon light (smoothing; adjusting; renewing the sytem to the new standard; new jbeam)
  
• Federal police light bar (rescaled it, kinda looked too small; fixed the dark blue, as it should be skin color alike; fixed the jbeam)

The rest was farely new and has been reworked during it's creating ^^

Other reworks:

• Reverted the federal police bus light bar beacons so they somewhat work again
• Missing texture issues
• Certain configs (more power etc.)

Next rework will be further light bars as well as a switch from gimp to paint.net for the BC7 dds export, kind of the last hope for skins to work properly with PBR FOR NOW
