Ibishu Prodigy 1,2

So the release version had uhh... let's just say a few problems, this update adresses nearly everything that has been pointed out to me.

Here is everything that has been fixed, changed, added:
-fixed messed up normals on Ibishu L5 wheels
-fixed missing textures on japanese police lights
-fixed the beater and derby config being mixed up and broken
-fixed automatic configs having manual shifters
-fixed offroad rear bumper jbeam clipping
-added horns
-added underglow
-added turn signal and handbrake sounds in interior
-added rear license plates to JDM configs
-added Firwood Police skin by @Shadows
-added american style police lights
-added rollcage to drag config
-added stats to all configs
-tweaked front bumper attach strengths
-tweaked interior texture resolutions
-tweaked some spotlight placements
-tweaked spare tire holder jbeam to be less wobbly

Sadly i can't figure out what's causing the AI to break, so for now it still doesn't work
