Beta Multi-Coloured Lighting System No.1 0.12

Hello, welcome to Hotfix No.1 for the MCLS!

This fix includes the following changes and additons:
- Rear Right Light 4 on the Lightbar won't flash anymore if the Light Cover is selected [Was most notable in the All-Red Configurations of the Grand Marshal]
- All Grill Lights now actually follow the Grill of the Roamer

- Removed all Patterns except for the only one working right now [Pattern 1].
- Edited the "OFF" Texture to include small LED Spots, giving it some more detail

- Darkened the Texture of the Light(bar)s Frames
- Added Roof Beacons for the Roamer where the Traffic Advisor is [Selecting both will cause them to clip through each other, so only select one of them]

- Configurations now include Pictures and small Descriptions. I'm sorry for uploading them without any of that.
