Beta NFSTR Police Lightbar/Concealed flashers and Liveries 3.5

Here is the NFS The Run lightbar and liveries update 3.5. Inclued lightbar and concealed flashers 3D and texture remaster for the Marshall, Badtion and Roamer. Liveries are converted to BC7 SRGB. and The material.json converted to the "vehiclename"_therunmodernlb.material.json. to avoid material issues with my other lightbar mod.

Hello.
This is NFSTR lightbar update 3.0. This is a redesign of the light bar. UV, textures and emissives.

- The UVs have been corrected so that there is no stretching.
- The textures have been redone in Substance Painter so that they have a better reflection and details like rust to give aging and realism to the lightbars.
- Emissive textures have been reworked to look more realistic and brighter without hurting your eyes too much or blocking visibility when driving in third person.
