Alpha Powerups. The Police/Military Ordnance Update! 0.5.2

Simply put.. Powerups!

  1. A bunch of additions and changes

    Neverless
    Additions
    - Added Support for Utah
    - Added rotation of powerups at locations. A location now changes its powerup every 120 seconds
    - Added a simple message to show which powerup has been picked up, which negative was activated and when a charge was picked up
    - Added check into the render distance routine to check for disabled vehicles to disable their powerup execution and render (ai related). This may introduce an issue with powerup effects appearing stuck in the world if their unloader event doesnt unload/hide the effects. Think of floating projectiles.

    Changes
    - Drastically reduced the powerup pickup sound
    - Improved how the vehicle owned powerup is displayed in the top right corner
    - Moved the negative active powerup "Remove 1 charge" under the "Negative Random" group to reduce the amount of negative powerups spawning

    Fixes
    - Fixed vehicles not being able to pickup powerups after changing to another map
    - Fixed some active powerup names
    - Fixed traffic vehicles staying ghosted when their ghost powerup ran out while the car was disabled
