Russian License Plates by htnv 1.4

After this update, license plates will not be automatically loaded when loading configurations where they were installed. Save your configurations again to fix this. Sorry about that :c

- Added Federal license plate (199? - 2007)


- Added new styles for Regular, Regular, Without flag & Transut plates (information in mod description)


- Font rework: the font has become more realistic, the thickness of the characters has become smaller, an additional bold font has been added (see Extra Styles)

- Added new formats for Diplomatic license plates (non-resident license plates, 199? - 2002)


- Added a message on the license plate when the format is not followed


- Almost all license plates have been reworked, holograms have been added in accordance with GOST R 50577, normal maps have been corrected
