Unsupported Small City 1.1

1.1 Scenario/Campaigns update:

- Added 2 new scenarios (Deliver the rally car and Rally short course (WIP))
- Added Campaigns (WIP)
- Continued work of the port.
- Opened the next section of the map (WIP)

Things to do:
- Smooth the road up to the rally tracks. its a bit too bumpy.
- Add buildings to the new section of the map.
- Add more scenarios to the campaings mode.
- Add more scenarios for the map in total
- Add what ever you want.

1.1 Small fix for 1.0:

- Added preview pictures for Campaings and scenarios
- Fixed missing file problem
- Opened the port. Currently WIP

Things to do:
- Add buildings to the new section of the map.
- Add more scenarios to the campaings mode.
- Add more scenarios for the map in total
- Add what ever you want.

1.0 Official release:

- Smoothened out the speedbumps
- Added a "fire station" WIP
- Smoothened out some sections of the roads
- Added 1 scenario
- Added some more buildings
- Started on campaigns WIP
- Added a rally track WIP
- Added 1 new spawnpoint to the rally track.

Fixed missing file error when loading the map.
