Thailand License Plate Pack (Remastered) 2.1.86IMP

Alright...
First new update of 2023... which is now became even more realistic and a bunch of new plates coming.

- Renamed "Thailand Bus and Truck Plate Design" to "Thailand Passenger Vehicle Plate Design" on both Private and Hired Vehicles plates. (Also added Samut Prakan version of those plates)
- Added new provinces: "Nakhon Ratchasima a.k.a. Korat (นครราชสีมา)" for private and graphical plates. Plus added a new private owner plate for Udon Thani.
- Added 'ขส' symbol inside a normal textures for all type of plates, except 1960s one.
- But don't worry then, because I also added Taxi plates for 1960s version too (which is looks the same as later version of those plate)
- Improved some bits for the license plate generation system.

This might be the biggest update I did because of that, and I'm happy to see my community using the remastered plate I did. As always, I wanted to say thanks to @MashedPotatonator for making this "Proof-Of-Concept" thingy (even he's still offline for almost a year as of writing this). But heh, thanks everyone for some stuffs I did for almost a year. And stay tuned for more things coming this year^^
