Beta Utah County Emergency Skin Pack 3.3.0

-REDID CONFIGS
-every config has been redone with their images being in better quality since I got a new PC.
-Some configs had parts either added or removed from them to make them look a bit more realistic.

-REMOVED, REDID AND ADDED SOME LIVERIES
-Removed the Livery for the Gavril Bastow and the retro UCFR fire investigation skin
-Some skins were redone like the Retro UCFR livery for the T-series and B-series as well as some minor fixes.
-Added a UCSO parking enforcement and recovery unit livery (Will need this mod in order for the skins to work: https://www.beamng.com/resources/skinnable-rollbacks.25690/
