Beta WCSO Pack 1.7

Oh buddy, the dodge charger skin is done, ish. It will be fixed in later updates, but I'm too lazy to fix it right now.

After looking at the Vic really hard, I realized I missed some really easy things to fix in the livery. SO I FIXED IT! I'm proud to say that I will no longer work on this dang Crown Vic skin, and I will eventually move onto other vehicles.

This update adds WCSO's old, now out of use, Crown Victoria Livery and a preset.

This update adds a Skin and Preset for HellishArrow's 2016-2019 Ford Explorer

The update is a little un-finished since I either need to wait for HellishArrow to add an option to remove the rear Ford badge, or I need to make my own custom trunk that would do the same.

But if you have the 2016-2019 Ford Explorer, everything else is more or less accurate.

-Higher Fidelity Skin
-Accurate Badge on Sides and Plates
-Remade the Preset Picture
