Beta Winter West Coast, USA 0.37.1

Update Notes:

Fixed textures that broke from the update.

New file structure; In preparation for additional winter maps in the future, assets used in more than one map will be stored in winter_common.

Drag Strip; The drag strip is now prepped, was asphalt_wet in previous versions.

Terrain; Off-road terrain now has depth, more realistic to driving thru deep snow.

Drift zones; Drift zones were removed due to a lua error.
