I tried mine at stock (3.4Ghz with turbo) and it was super laggy, just one t75 and 24 fps, but 98fps at 4Ghz.
Sometimes I get a random message: Invalid URL or something like that. Refreshing fixes it. Here, I opened this thread multiple times and one tab...
3.3 is not slow for sandy/ivy/haswell. Mine at 3.3 can handle any vehicle except the t75, but with my overclock to 4Ghz I can handle even 2 t75...
