i have the full game and each vehicle has its own characteristics handling acceleration speed weight etc. i dont think there are any weather...

you chnage the vehicle you are currently driving you hit the keys control+e should bring up vehicle menu and you can pick from there
yea same im using my xbox controller because it can actaully move the camera for some reason!
