Every time, or just 1 time? I had this issue with Steam before, that I could play a game, and restarting Steam worked for me.
Make everything higher/ raise all the object inc. terrain. There is a invisible ground at 0 height. No way around this then raising the terrain...
Safe mode? Clear cache? If that doesn't work, something has (probably) broke your game. Guess it's time for a clean reinstall, as your game should...

Are you sure nothing is blocking the game? (Like some anti virus (scanner) sometimes want to do that.)
Do the vanilla sounds work? If they do work, it is the mods fault (probably broken).
