OH MY F**K! I Never said it was overclocked! Some CPU's have a boost mode where the cpu can turn off cores and lower MHz.
Another issue, do you have any boost, core clock boost etc. enabled? Disabling those will/may help Oh do it on the cpu, gpu can run on boost...
