No, it isn't, but it's very close to being released. I'm estimating that it'll be ready for download next Wednesday.

На мій погляд, ліврея відділу Firwood повинна бути в стилі 200In my opinion, the livery of the Firwood Department should be in the 200BX style , The one you made looks too modern
Could you add compatibility for Kemro's lightbars to the Caprice variants just as the previous versions had? Especially Kemro's beacon light: that'll suit the undercover caprice better since the beacon can be placed above the dashboard or on the roof via button toggle.
I can make that --- Post updated --- Kemro isn't very active, doubt he'll be able to get permission Maybe he already has it though since the old one
Hey, I’ve noticed the wheels’ offset is a bit wrong. They should be further inboard especially those on the front. They also seem to be slightly too big but this can be an illusion caused by the aformentioned issue.
I think I was only moving the wheels. I'll redo the positioning of the entire suspension setup and see what I was doing wrong for it to be so off.
Moving only the wheels by more than the default offset allows creates geometrically unstable angles. You should narrow down the hubs along with them, BUT BE REALLY CAREFUL WITH IT BECAUSE IT CHANGES ALL OF THE GEOMETRY AND YOU MIGHT HAVE TO NARROW DOWN THE ENTIRE SUSPENSION IF IT CAUSES ISSUES.
OK, I repositioned the entire front suspension and narrowed it by a lot to accommodate the track width, and it doesn't seem to have any problems anymore.
