Who ever told you that's where mods go? You put mods into the mods folder.

 

i put them in vehicles everytime and that doesn't change

 

Well, it's not where they go. Yes, it might technically work, but you're asking for issues by putting them there.

Either way, do what you want but don't direct people to improper instructions.
