Well... It's not exactly a racing game but Car Mania was literally my first ever videogame when I got it on an Iphone 3g. Also Jet Car Stunts is a favorite of mine.
NASCAR 15 is one of my favorite racing games ever, and one I played on just about a daily basis, until I got Beamng and all of my time went away. I couldn't live without the entire NASCAR series, I've played those games for about 10 years now.
My favourite game ever (of course my first one, which introduced me into this vehicle-games world) is the King of the Road; a 00´early driving game where you might build your "empire" delivering cargos all around the "country". It is "well made" (knowing that is an old game) and has its own night-day cycle, crash physics.... and you can work for the mafia. There are also lots of trucks, cars and vans (most of them from the URSS) When you complete half game you unlock all the traffic cars and there are lots of hidden cargos with better €/km or stolen, so the police could catch you. It´s a really good game (for me) and you won´t get tired of it (for me). The problem is that ONLY WORKS IN WINDOWS XP :´( so you can´t play it unless you ave two-opperative systems (like me ;p). It´s something like Euro truck simulator, but from 2001. Here you have a video:
Oh King of the Road! I love that buggy game to bits! In the US, The little brother, Hard Truck 2, was sold and not King of the Road. I eventually said "screw it" and got a pirated copy of King of the Road, since after all, I already bought Hard Truck 2. My two favorite vehicles in the game - The Peterbuilt and Offroad PS (The camo jeep kinda thing) Also, with Spin Tires, I love the crap outta that game, with around 300 hours in it and actively working on a mod. However, with a current dispute between Oovee and the programmer and a bunch of other BS, the game is not working due to "timebombs" in the code causing a crash. Any people playing ST and trying to get it to work, go to the Oovee forums, there's tons of light on the subject. I'm In the forum there under the same username and profile pic.
Test drive unlimited. Despite being from 2006, I put on all my computers, and who wouldn't want the island of Oahu full sized in a game with so many cars! Also NFS porsche unleased, I put on any netbook, a great game overall. NFS Most wanted 2012 along with Hot Pursuit (2010) are really fun to play. Race the sun is a great indie racing game. My other favorite game was driver san fransisco, however it had a game breaking glitch on THE FINAL MISSION, and I want to install it on as few computers as possible, because of UPLAY. (Or UdontPLAY)
Maybe its already been said, but Rocket League. Also, if you asked me a few years ago it'd have been Track Mania
