If there was an under 13 account, people would just set there age year way back so there born in like 1995 and that would keep them out of the problem.
If there was though they probably would only be able to view child fourms or something

The CEO's country of origin may not be the sole determining factor of the location of the company, but that doesn't mean they aren't German. Office is in Germany, many employees are in Germany, to my knowledge they abide by German laws and are registered as a company in Germany. I do believe most people consider that sufficient to call them a German company.

 

I think German law does ban accounts for people under 13, so whether or not America does is irrelevant.
