Yes, there is no problem in safe mode.
Perhaps it is a conflicting mod?

Run the setup and install reshade to the x64 version of the game with the standard stuff

BPS Never Wrong​

 

I have deactivated all mods, deleted all non-repository mods, I am still having the issue. I have reinstalled the game.

 

Really loving the new camera options. No graphics mods no post fx.

 

AI traffic car mod broke when I was driving, decided to have a lil fun with it.

 

Could someone tell me why everyone installs mods from the internet into the repo folder? Just curious.
