it costs time and money to make mods, and some people who make mods dont feel like making them free, or the mod is just unfinished but not worked on anymore, or its made for photos only

exactly, it´s probably a meshslap, you can download something similar on any russian site, not that you should though
also, I didn´t notice the 1990 Miramar was never released
so the situation with the R32 is probably similar to what it is with the S14
