Ye, it was converted from city engine. It does have textures but I haven't finished applying them all yet (its an enormous job). You can see one in the middle picture. Its great fun to drive around aswell, there's tonnes of routes and imnthinking about making some hills and stuff outside the city so you can do some sort of rallycross route if you want aswell.
Yes I downloaded a model generated by city engine first to test if it would crash the game due its size, I am currently learning the ropes of city engine and when I release the map it will have a custom city. Here is my current progress on my own city:
I respect that I've come a long way since my RoR days, especially in my understanding of suspension geometry and how cars work. My RoR vehicles do not come close to representing my current knowledge/skill level and I don't want to see them anymore. I would rather revive them with my current abilities as 2015 model year cars.
