i think that's a stolen Mod. If its from that well known Russian site, i would suggest running a full virus scan as many of their files contain worms.

EDIT@BELOW: Paintdotnet has a really nice feature that lets you select a fixed aspect ratio. I set it to Steam's recommended 460/215, and cropped my screenshot.
