Covet still uses old brake system with no changable pads? [solved]

Is this something on my end or did the devs forget to update it? I also notice something called "super brakes" is that normal?

 

The Covet uses the new braking system with pads. There isn't a superbrakes option, either, so you have a mod that's messing with the Covet. Disable them one by one while reloading the Covet until you find the culprit.

 

It was happening even with all(or so I thought) mods disabled but apparently I had a mod in the vehicles folder rather than the mod folder.
